Executive Committee

The Executive Committee is under the direction of and reports to the full ACOEM Board of Directors.

Government affairs activities and public statements
The Executive Committee may make decisions regarding government affairs and public relations issues, and can make public statements on behalf of the College. However, in making such decisions and statements, the Executive Committee must adhere to the following guidelines: (1) If the full Board has taken a position on a government affairs issue, the Executive Committee must adhere to that position. (2) If the full Board has not taken a position, the Executive Committee must seek the advice of the Council on Government Affairs in taking positions regarding government affairs.

Approval of expenditures and contracts
The Executive Committee can approve expenditures and contracts of up to $5,000. if these are consistent with prior Board approval of projects or ongoing operations of the College, except for those situations noted in Part F. where approval by the full Board is required.

Oversight of programs and projects approved by the Board
The Executive Committee may assume oversight responsibility for those programs and projects specifically assigned to it by the full Board. The direct oversight responsibility for projects and programs that are specifically assigned by the full Board to another Board committee or a council shall rest with that Board committee or council. This assignment of oversight responsibility by the Board to a council, Board committee or individual may be through an FRO statement or a separate motion. Oversight responsibilities specifically assigned by the Bylaws to others within the College shall rest with those groups or individuals. The Executive Committee may provide advice and respond to requests for help in facilitating programs and projects that are under the direction of other Board committees, councils or other groups within the College.

Policies and procedures of the College
The Executive Committee is not authorized to change any policy of the College. A policy of the College can only be changed by a vote of the full Board or with a Bylaws change if the policy is specified in the Bylaws.

Relationship of Executive Committee with other committees and councils
The Executive Committee cannot create or eliminate any council or standing committee, nor can it change the Function, Responsibility or Objective (FRO) statements for any council or standing committee. These actions can only be made by a vote of the full Board or with a bylaws change, if needed.
